    EU Digital Workforce Shortfall Predicted as ICT Education Systems Lag Behind Targets

    Brussels, Belgium / RankWire.AI / – According to a recent study released by the EU agency Eurofound, the European Union is on track to miss its Digital Decade goal of employing 20 million information and communications technology specialists by 2030. Official reports from Emirates News Agency confirm that despite ongoing recruitment efforts, the EU is projected to fall short of the 2030 ICT workforce target by 5 million workers. The Eurofound report, titled IT Sector in Focus: Evolution of the EU Digital Workforce, revealed that in most member states, primary and vocational education frameworks are unable to meet the rising demand for advanced digital skills from enterprises. This gap is increasingly filled through the migration of skilled labor from outside the EU, as companies face critical staffing shortages.

    Despite this forecasted shortfall, employment in Europe’s digital sector has shown significant long-term growth over the past decade. Eurofound data indicates that the number of ICT specialists within the EU grew from 5.6 million in 2011 to 10.3 million in 2024, an 81 percent increase overall. During the same period, ICT professionals’ share of total employment in Europe rose from 3 percent to 5 percent. Nevertheless, annual growth rates of 7 to 8 percent are still insufficient to bridge the gap needed to meet the 20 million target by the end of the decade.

    Large disparities in technology employment levels continue to exist across EU member states. Eurofound reported that ICT specialists made up 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland in 2024. Conversely, digital specialists represented only 2.5 percent of the workforce in Greece and 2.8 percent in Romania. Growth rates also varied markedly, with Estonia more than doubling its ICT employment share from 3.4 percent to 7.2 percent between 2011 and 2024, while other countries experienced minimal increases over the same timeframe.

    Educational Gaps Spur Heavy Reliance on International Talent

    Survey data from across Europe indicates that 57 percent of firms seeking to fill IT vacancies in 2024 encountered severe difficulties in recruitment. These shortages are most acute in senior engineering roles and specialized fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical staffing gaps, tech companies have increasingly turned to international talent pools, which has resulted in the proportion of ICT specialists born outside the EU rising from 9.2 percent in 2021 to 11.9 percent in 2024.

    Persistent gender disparities continue to limit the potential of the European digital workforce. Eurofound found that women comprised less than 20 percent of ICT specialists in the 27 EU countries in 2024, with a 19 percent share. Additionally, gender pay gaps in the broader information and communications sector approached 20 percent in 2022, surpassing the economy-wide average of 13 percent. Researchers highlighted that the underrepresentation of women restricts the overall digital talent pool, operating at less than three quarters of its potential capacity and reducing diversity in technological development.

    Core Software Sector Growth Highlights Persistent Skill and Employment Challenges

    The report emphasized that although ICT roles generally offer above-average pay, advanced skills, and high employment quality, these factors alone cannot compensate for the ongoing structural labor shortages. As the EU anticipates a shortfall of 5 million workers in its ICT sector by 2030, experts stress that closing this gap necessitates coordinated policy efforts aimed at expanding domestic educational infrastructure and improving intra-EU labor mobility. The study’s findings combine quantitative data with insights from the Network of Eurofound Correspondents and analytical input from the LinkedIn Economic Graph.

    European policymakers and industry leaders are under increasing pressure to adjust national vocational training frameworks to meet the demands of a future digital economy. Eurofound concluded that neglecting domestic training development will heighten reliance on external talent sources and threaten the broader European digital transformation goals. Regulatory agencies are actively reviewing workforce strategies, as member states work to broaden training programs, boost female participation in technical fields, and maintain economic competitiveness within the global tech market.
