NEW YORK, NEW YORK / RankWire.AI / – The United Nations is urging accelerated measures to safeguard children and youth from escalating dangers associated with online information. A recently published UN issue brief identifies disinformation, hate speech, harassment, algorithmic bias, and artificial intelligence as significant issues. It further emphasizes hazards connected to data harvesting, targeted behavioral ads, and digital systems engineered to capture attention. This warning arrives as young people increasingly depend on online platforms for education, communication, information exchange, and civic engagement.

UN urges stronger safeguards for children
UN child safety push targets AI, disinformation and harmful online platform practices.

Ahead of International Youth Day on Aug. 12, the Department of Global Communications issued the report. According to it, over 82% of individuals aged 15 to 24 are internet users worldwide. Such access plays a critical role in fostering learning, civic involvement, and economic participation. Nonetheless, adverse online environments pose risks to the cognitive, emotional, and social growth of younger users. The document also notes that children and teenagers are still acquiring vital skills to evaluate the information they encounter on digital platforms.

The UN categorizes these threats into three main groups: technological challenges, distribution mechanisms, and harmful content. Risks linked to technology involve improper use of digital tools and artificial intelligence. Distribution-related dangers include algorithmic biases, digital inequality, and diminished access to independent journalism. Content-related issues cover disinformation, cyber harassment, and hate speech. The report highlights that these challenges often intersect, as technology influences how information is disseminated and what content gains prominence across digital channels.

Scrutiny Intensifies on Digital Platforms Concerning Child Safety

The report places particular emphasis on the design and monetization strategies of major tech companies. It suggests that attention-driven algorithms can foster practices that manipulate psychological vulnerabilities among young users. Additionally, data collection and targeted advertising can enable highly tailored marketing approaches. Concerns also include exposure to extreme content and features that encourage compulsive use. The UN advocates for technology firms and AI developers to embed child rights and safety considerations into the development of their products and services.

Numerous governments worldwide are either contemplating or have enacted stricter online safety regulations for minors. Implementing age restrictions on social media platforms remains one of the most discussed approaches. Nonetheless, the UN brief argues that such measures alone do not comprehensively address the array of digital dangers. It further recognizes that online spaces serve vital functions such as education, social connection, and emotional support. Youth-led organizations increasingly leverage digital tools for activism, organization, and civic engagement, even as they face harassment, surveillance, and disinformation campaigns.

The UN Advocates for AI Safety Protocols as Part of a Broader Initiative

Artificial intelligence introduces additional complexities to online safety issues. During the Global Dialogue on AI Governance in July, UN Secretary-General António Guterres announced an AI Child Safety Pledge. He emphasized that corporations should perform child-specific safety testing and establish independent oversight prior to launching AI systems accessible to minors. The pledge also envisions a strict stance against AI-generated sexual images involving children, including measures to detect, report, and remove such content from digital environments.

The UN stresses that protecting youth necessitates coordinated efforts among governments, tech companies, advertisers, researchers, educators, and civil society groups. It also underscores the importance of meaningful youth participation in shaping policies impacting digital spaces. The brief references five UN Global Principles for Information Integrity, which encompass trustworthiness, healthier incentives, public empowerment, independent media, transparency, and research. The organization advocates for stronger safeguards for young users while ensuring they retain opportunities for learning, communication, content creation, and civic participation in the digital realm.
