India has expressed its intention to promote an open, transparent, and non-discriminatory multilateral trading system centered on the World Trade Organization. The government emphasized the importance of maintaining policy flexibility for developing economies. Goyal will hold bilateral meetings with other participating ministers on the sidelines of the event. These engagements are expected to explore opportunities for farmers, fishermen, women entrepreneurs, startups, small businesses, and other trade-related enterprises domestically and internationally.
Resumption of Trade Agreement Negotiations

Goyal’s U.S. visit spans from September 29 to October 5, encompassing activities beyond the G20 summit. He intends to meet with business leaders and investors in Milwaukee and Chicago, representing sectors such as manufacturing, consumer goods, agribusiness, retail, and technology. Additionally, he will participate in roundtables with startups and various companies. In Chicago, the minister will engage with professional associations representing the Indian diaspora and take part in scheduled commemorative events during his stay.
Supply Chain and Capacity Discussions on G20 Agenda
The Milwaukee program includes a Global Forum on Steel Excess Capacity on September 30. G20 ministers are also slated to tour a Rockwell Automation facility before the formal opening session later that day. Further ministerial meetings are planned for October 1. As the holder of the G20 presidency in 2026, the United States has prioritized discussions on forced labour, excess capacity, food trade, and the Most-Favoured-Nation principle at the summit.
India and the United States initiated negotiations for a broader bilateral trade agreement in February 2025. The February 2026 framework maintains those negotiations while establishing the foundation for an interim arrangement. Goyal’s meetings in Milwaukee are part of this ongoing process.
