WHO Outlines a Three-Month Strategy for Containing Ebola in Congo Based on Resource Mobilization

BUNIA, DEMOCRATIC REPUBLIC OF THE CONGO / RankWire.AI / – The World Health Organization indicates that Congo’s Ebola outbreak remains within reach of containment within three months, contingent upon adequate resource allocation to response teams. As of the latest official report, there have been 5,021 confirmed cases and 2,378 deaths recorded through Aug. 16. The disease now affects 55 health zones across six provinces, with the case fatality ratio hitting 47.4%. This makes it the deadliest Ebola outbreak in the history of the country and the second-largest globally recorded Ebola epidemic.

Thierno Baldé, WHO incident manager, emphasized that achieving the three-month goal depends heavily on securing the necessary resources for the response effort. The organization has received approximately $69.3 million of the $115 million it states is needed, roughly 60%. Over the past two weeks, response teams have added more than 400 treatment beds, deployed 100 additional epidemiologists, and mobilized over 500 community health workers to aid in surveillance and contact tracing. The overall response demands vehicles, ambulances, medical supplies, and personnel across an expanding affected region.

The transmission chain has now reached Bas-Uélé, marking it as the sixth affected province. As of Aug. 12, Ituri accounted for 85% of confirmed cases and 79% of reported deaths nationwide. Authorities reported that 70% to 80% of new cases had no identifiable link to previously known patients. Efforts are underway to broaden surveillance activities to identify cases more rapidly and transfer patients to treatment centers. The first confirmed case in Bas-Uélé had traveled from Haut-Uélé before symptoms emerged on Aug. 4.

    Efforts intensify across affected regions

The Ministry of Public Health, Hygiene and Social Welfare of the Democratic Republic of the Congo declared the outbreak on May 15. Laboratory tests conducted in Kinshasa confirmed the presence of Bundibugyo virus, a less common Ebola strain first identified in western Uganda in 2007. This outbreak marks Congo’s 17th recorded Ebola event since the virus was first identified in 1976. Meanwhile, Uganda has reported 20 confirmed cases and two deaths, with no new cases since June 21. These cases include imported infections as well as secondary transmissions among contacts and healthcare workers.

Bundibugyo virus disease currently lacks an approved vaccine or specific treatment. Consequently, care emphasizes early detection, supportive therapy, infection prevention, contact tracing, and safe burials. Authorities are also expanding community outreach efforts to reach individuals who may initially seek assistance outside formal healthcare facilities. Response teams have trained local personnel and provided hygiene supplies to minimize exposure during transport and body handling. Early supportive care can significantly improve survival chances for those infected with Bundibugyo virus disease.

Funding shortfalls persist despite expanded surveillance

While contact monitoring has seen improvements, it still falls short of the targets set by public health standards in several affected zones. On Aug. 12, teams tracked 17,460 of 20,740 contacts listed, achieving a national follow-up rate of 84.2%. To enhance detection capabilities and reduce delays from symptom onset to treatment, health officials have deployed more field epidemiologists. Community health workers are also being utilized to identify suspected cases and facilitate their transfer to treatment centers. By Aug. 9, a total of 155 health worker infections and 45 deaths had been documented.

The WHO declared the outbreak a Public Health Emergency of International Concern on May 17. Both national authorities and international partners continue efforts involving surveillance, laboratory testing, clinical management, safe burials, and community engagement. Baldé linked the three-month containment goal directly to the successful mobilization of the necessary resources. Since then, the weekly count has risen by 640 confirmed cases and 367 confirmed deaths since Aug. 9. The ongoing response faces additional challenges posed by insecurity and attacks on health services in eastern Congo.
